Problem: 	Performance degradation accessing SAS data sets, decimals ignored 
	when reading/writing to SAS data sets when using comma as decimal
	separator

Prerequisite Software: dfPower 8.2

To install the patch [Windows]:

1. Unzip the archive dfpower-fix12991-win32.zip into the root directory of your
   dfPower. This is typically:

      C:\Program Files\DataFlux\dfPower Studio\8.2
 
   Substitute the appropriate directory if you installed the product in a
   different location.

The following files will be installed or updated by this patch:

    bin/decnumber.dll
    bin/dfbcpp22.dll
