Problem: The Data Management Platform (DMP) should not require a license for 
the "Global" QKB locale. A defect was introduced in DMP 2.1 such that the 
software may require a license for the Global locale in some QKB's.  

This patch eliminates the requirement for a license for the Global locale.

Prerequisite Software: Data Management Studio 2.1 SP2 (2.1.2)

To install the patch:

1. Close Data Management Studio 2.1 if it is running.

2. Unzip the archive dmstudio-fix16995-win32.zip into the root directory of 
   your Data Management Studio installation. This is typically:

      C:\Program Files\DataFlux\DMStudio\2.1

   Substitute the appropriate directory if you installed the product in a
   different location.
