Incorrect p-values possible with an EXACT statement with the MC option
and BY-group processing in Proc FREQ

Proc FREQ gives incorrect EXACT/MC p-values for the one-way chi-square
test when the TESTP= or TESTF= option on the TABLES statement is
specified and a BY statement is used. The results from the first
BY-group are correct, but the results from all subsequent BY-groups are
not.
To circumvent the problem, remove the BY statement and use WHERE
statements to subset the data.
